President Volodymyr Zelensky announced the expansion of state programs designed to bolster Ukrainians' energy independence. This involves simplifying equipment procurement for homeowners' associations (HOAs), offering new opportunities for private homeowners, and increasing the volume of "heat package" aid.
The Head of State discussed these measures in his February 9 address, Hvylya reports.
According to the President, energy remains a top priority. Following a meeting with First Deputy Prime Minister Yulia Svyrydenko, a decision was made to improve access to autonomous power supply mechanisms for the population.
"The government will make the purchase of new equipment for multi-apartment buildings more accessible, enabling HOAs to buy more generators and other machinery. Officials will also expand the support program for private homeowners regarding autonomous power. These are effectively two new programs," Zelensky noted.
He added that the government would present the details of these new initiatives to the public in the near future.
The President also cited statistics on existing support mechanisms:

Sole traders have already submitted nearly 20,000 applications for payments to cover generator maintenance and repair.

The 0% lending program for purchasing generators has reached a volume of half a billion hryvnias and will be expanded—funding is available.

Together with Naftogaz, the "heat package" program is being increased to 40,000 sets per week.
The Head of State specifically addressed the situation with the railways, which suffer daily Russian strikes on rolling stock and infrastructure but continue to operate.
Regarding military matters, Zelensky announced an "important result with Starlinks" and the preparation of documents regarding security guarantees.
"The documents on guarantees are ready. There is no alternative to security. There is no alternative to peace," the President concluded.
