Ukrainian President Volodymyr Zelensky has identified the primary leverage against Russian dictator Vladimir Putin, emphasizing that the Kremlin's ability to sustain the war hinges on international sanctions and diplomatic pressure.
According to Hvylya, Zelensky made these remarks while answering questions during a press briefing. The President noted that while Putin has no desire to end the war, his capacity to continue it depends heavily on Ukraine's partners.
"First of all, the signals Putin is sending are nothing new to us. I have always said he does not want to end the war. The question is whether he can continue it. That depends on our partners and their pressure—primarily through sanctions, but also diplomatically," Zelensky stated.
The Ukrainian leader noted that US officials remain convinced of Putin’s eventual desire to end the conflict.
"We support American initiatives. As you know, we do not agree with every detail of certain future arrangements. We have some disagreements regarding territorial issues and financing. I do not believe Putin’s economy can sustain this war at its previous scale. If sanctions truly work, and if the United States remains honest and transparent—especially if Putin tries to stall this current diplomatic wave, which is the strongest it has been in some time—then the US will increase the pressure. We shall see," he added.
Reparations-Backed Loan
Zelensky also confirmed that the use of frozen Russian assets for Ukraine's needs remains a key topic in negotiations with Europe and the US, contingent on political decisions from partners. During discussions in Berlin with US representatives, the President addressed Ukraine’s financial requirements for both reconstruction and defense.
"If this is war, then we need these funds; we need a decision that supports our army and our domestic defense production, undoubtedly. This includes European aid and, certainly, air defense missiles from the U.S. We are ready to utilize these funds if a positive decision is reached," the President stated.
Zelensky further specified that approximately €200 billion in frozen Russian assets are located within the European Union.
"I am flying to Brussels now. This decision is on the table; as of today, it depends on political will. I will speak with all the leaders, present our arguments, and I sincerely hope we can secure a positive outcome. Without it, Ukraine will face a major problem. Regarding the United States, they also have smaller amounts on their territory—certainly 5 or 5.5 billion—but we must fight for those as well. Today, every cent is vital for us," the Head of State explained.
Donbas and the Peace Process
Zelensky noted that the withdrawal of the Ukrainian Armed Forces from Donbas is a key Russian demand, which remains unacceptable to Ukraine. Consequently, the United States is seeking a compromise solution for both sides.
"We all know Russia's position. They want the total capture of Donbas, and now they want us to withdraw from there. Our open stance is that we are not prepared for such steps, and the United States is looking for a compromise," he emphasized.
Regarding the peace process, Zelensky stated that there are currently no indications that the Russians are rejecting a potential agreement. However, he noted that if a withdrawal from diplomacy occurs, the West must respond with increased support.
"This would signal that Russia has abandoned the diplomatic path. Therefore, Ukraine must be strengthened with more weapons, sanctions, and funding. This applies to both the United States and Europe," the President stressed, adding that he believes Moscow still lacks a genuine desire to end the conflict.
Military Reinforcement and Elections
Zelensky noted that discussions regarding the armament and reinforcement of the military are ongoing, emphasizing that the strength of the Armed Forces must remain at no less than 800,000 personnel. Ukraine is also working on security guarantees from the U.S., which Zelensky hopes will be approved by Congress.
"The guarantees should include a clause similar to NATO's Article 5 and provide a clear understanding of how partners will react in the event of renewed Russian aggression," he shared.
On the topic of elections, the President stated that votes for the Verkhovna Rada and local offices are not currently being considered, and there is no consensus on online voting via the "Diia" app. While the U.S. has expressed interest in presidential elections, Zelensky noted he is prepared for them, though no draft legislation currently exists.
Zelensky also mentioned he spoke with U.S. President Donald Trump in Berlin two days ago, with further contact planned once peace documents are finalized.
