On the night of December 23, Russian forces launched a massive combined missile and drone strike across Ukraine. At least 13 regions came under fire, resulting in fatalities and injuries, as well as damage to critical infrastructure and residential areas.
President Volodymyr Zelensky stated that Russia deployed over 650 drones—mostly Shahed models—along with "more than three dozen missiles" during the attack. While he noted that a significant number of targets were intercepted, impacts were recorded. "This Russian strike signals Moscow's priorities with extreme clarity... We must respond now," the President wrote.
Deputy Prime Minister Yulia Svyrydenko reported that authorities coordinated emergency response efforts immediately following the overnight shelling. Describing the strike as "deliberate and cynical" for occurring on the eve of Christmas, she noted that energy facilities in western regions bore the brunt of the assault.
Regional Impact
In the Vyshhorod district of the Kyiv region, a fire broke out in a two-story private home following a strike, killing a woman born in 1949. Three others were injured. Two additional private homes were damaged in the Obukhiv district.
In the Khmelnytskyi region, an individual born in 1953 was killed, and the area is experiencing widespread power outages.
Reports from the Zhytomyr region indicate strikes and falling debris damaged residential buildings, private enterprises, and a shop. A child born in 2021 was killed; another child and an adult have been hospitalized.
In the Odesa region, authorities report damage to energy, port, transport, industrial, and residential infrastructure. Impacts were recorded at a civilian cargo ship and a warehouse, while a fire broke out on the roof of a two-story building. Windows and roofs were damaged in 122 private homes and several high-rise buildings. No injuries were reported in the region.
In the Lviv region, preliminary data suggests drones targeted a critical energy infrastructure site.
In the Rivne region, a two-story apartment building was damaged, a wooden farm building was destroyed, and several vehicles were hit; no casualties were reported.
In the Chernihiv region, Russian forces deployed more than 10 "Geran" drones against critical infrastructure. In Pryluky, a company's vehicle fleet was damaged, while a hangar and equipment at a farm were hit in a nearby village.
FPV drone strikes were also reported on a residential building and a forestry site. In Novhorod-Siverskyi, drones struck a power facility, leaving several settlements without electricity.
Power Grid Status
The Ministry of Energy reported that as of this morning, consumers in the Rivne, Ternopil, and Khmelnytskyi regions are almost entirely without power. Outages due to the shelling are also recorded in the Vinnytsia, Chernihiv, Zhytomyr, Donetsk, Dnipropetrovsk, and Kharkiv regions.
In Odesa, a significant number of consumers remain without electricity following several consecutive massive strikes.
Emergency blackout schedules have been implemented nationwide due to the attack's impact. Svyrydenko stated that these will be lifted as soon as the power grid is stabilized. Regional military administrations and utility services are working to restore power, with all available resources deployed.
