Russia launched a massive combined attack on Ukraine overnight on January 28, 2026, deploying ballistic missiles and nearly 150 strike drones. The enemy targeted energy facilities, port infrastructure, and residential areas, with hits recorded at 22 locations.

According to Hvylya, reports were issued by the Ukrainian Air Force, the State Emergency Service, and government officials.

The aggressor launched an Iskander-M ballistic missile from the Rostov region, along with 146 drones from various directions, including Kursk, Orel, and occupied Crimea. While the majority of the aerial targets were Shahed-type kamikaze drones, the enemy also utilized low-cost Gerbera and Italmas UAVs to overwhelm Ukrainian air defenses.

As of 9:00 AM, Ukrainian air defenses successfully intercepted or suppressed 103 enemy drones across the north, south, center, and east of the country. However, the Air Force recorded hits from the ballistic missile and 36 strike UAVs at 22 locations nationwide.

Kyiv and Kyiv Region

In the capital, a Russian drone struck the side of a 17-story residential building in the Holosiivskyi district. Minor damage was reported to the roof and the walls of the technical floor, with windows on the upper floors shattered. Nearby parked cars were also damaged. Initial reports indicate no casualties.

A far more tragic situation unfolded in the Bilohorodka community of the Bucha district in the Kyiv region. A Geran-2 drone strike sparked a major fire in a 7th-floor apartment of a seven-story building. During firefighting operations, rescuers discovered the bodies of two victims—a man and a woman.

Four others were injured: a young woman and two children born in 2016 and 2021 suffered acute stress reactions, while a man was treated for smoke inhalation. The 600-square-meter fire was extinguished by 5:15 AM.

Zaporizhzhia

The city suffered a double strike as Russian forces twice hit the courtyard of a high-rise building. The resulting fire damaged over 100 apartments and approximately 20 vehicles. At least 12 residential buildings sustained structural damage. Power supply has been temporarily cut off in parts of the city.

As of this morning, four injuries have been confirmed: a 38-year-old man and three women aged 88, 65, and 55. All have received medical assistance. Municipal services are currently boarding up broken windows and clearing debris.

Odesa and Region

In Odesa's Kyivskyi district, an enemy drone struck the grounds of the Holy Dormition Orthodox Monastery, igniting a fire. Warehouses, administrative buildings, and vehicles were also damaged. Additionally, a drone hit a private residence.

Separately, Russian forces targeted infrastructure at the Port of Pivdennyi (Yuzhny) near Odesa. Logistics components were destroyed, and hangars, a locomotive, and production buildings were damaged. Several fires broke out. Preliminary reports indicate no casualties in the Odesa region.

Dnipro

Russian troops continued their terror in the Dnipropetrovsk region, launching a series of strikes across three districts. One person was killed and seven others sustained various injuries.

The Kryvyi Rih, Synelnykove, and Pavlohrad districts came under enemy fire. The most tragic consequences were recorded in the Synelnykove district, where a man was killed and five others were injured. A civilian vehicle was also damaged.

In Kryvyi Rih, the attack left two people injured. A fire broke out at the impact site, damaging infrastructure and vehicles.

In the Pavlohrad district, the enemy targeted an agricultural enterprise. "The hit caused a fire on the farm's premises. Buildings and agricultural machinery were damaged," officials reported. No casualties were reported in this district. Rescuers have since extinguished all fires resulting from the shelling.

Energy Grid Strikes

Occupying forces deliberately targeted energy infrastructure in several regions. The strikes caused power outages for consumers in the Dnipropetrovsk, Donetsk, Chernihiv, and Zaporizhzhia regions. Emergency repairs are underway where security conditions allow.

Kyiv and the Kyiv region face a significant electricity deficit. The situation remains critical, forcing the implementation of emergency blackouts. Hourly outage schedules for consumers and power limitation schedules for industry and business are in effect nationwide.

The situation remains most dire in frontline and border regions, where constant hostilities hamper efforts to restore power.

Weather Impact

Compounding the crisis, severe weather—including wet snow accumulation and ice—has left 730 settlements across 11 regions fully or partially without power as of this morning. Affected areas include the Vinnytsia, Ternopil, Khmelnytskyi, Odesa, Dnipropetrovsk, Kirovohrad, Mykolaiv, Cherkasy, Kyiv, Kharkiv, and Chernihiv regions.

Regional energy crews are carrying out emergency repairs on damaged power lines.

Consumption Levels

Electricity consumption has decreased. As of 9:30 AM on January 28, levels were 2.3% lower than the previous day. This shift is attributed to the large number of consumers disconnected due to enemy shelling and severe weather conditions across parts of Ukraine.
