The United States has presented President Volodymyr Zelensky with a plan to end the war with Russia that entails Ukraine ceding territory and giving up certain weaponry, Reuters reports, citing two sources familiar with the matter.

The details emerged on November 19, 2025, provided by individuals who requested anonymity due to the sensitivity of the subject.

According to the agency, the US roadmap was drafted in consultation with Russia. Key proposals include Kyiv handing over territory and specific types of armaments, as well as a reduction in the size of the Ukrainian Armed Forces.

Washington expects the Ukrainian side to agree to the core tenets of the proposed framework agreement.

These developments come against the backdrop of a visit to Kyiv by high-ranking Pentagon officials. US Secretary of the Army Dann Driscoll and Army Chief of Staff Randy George have arrived in Ukraine to restart the peace negotiation process and deepen cooperation in military technology. According to Politico, the American side is also working on a major agreement regarding the exchange of drone and autonomous munition technologies.

Meanwhile, Axios has disclosed details of a secret 28-point peace plan developed directly between the White House and Moscow, bypassing Ukraine. Trump's lead representative, Steve Witkoff, spent three days negotiating with Russian envoy Kirill Dmitriev in Miami late last month. According to Dmitriev, the document provides for not only a ceasefire but also the "restoration of relations between the US and Russia" and the resolution of "Russia's security concerns."

The Trump administration is making no secret of its approach to the talks. "We don't give a damn about the Europeans. It's about Ukraine taking the deal," a senior White House official told Politico. Washington believes that Zelensky, currently under pressure due to the situation on the front lines and domestic corruption scandals, will be forced to accept the proposed terms. A framework agreement to end the conflict is expected by the end of November, and possibly "as early as this week."
