The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have uncovered a massive embezzlement scheme targeting the state-owned enterprise "Guaranteed Buyer." The case centers on "green tariff" payments made to power plants located in occupied territories that were physically unable to supply electricity to the grid.
As reported by Hvylya, citing the NABU press service, nine individuals have already been served with notices of suspicion. Investigators have identified Rostislav Shurma, the former Deputy Head of the Office of the President of Ukraine, as a key figure in the case.
"Among the suspects are a former Deputy Head of the Presidential Office, a former member of the Supervisory Board of Naftogaz, his brother—who owns a network of Ukrainian and international companies—and a trusted associate of the ex-official," the statement read.
According to the investigation, the suspects constructed solar power plants in the Vasylivka district of the Zaporizhzhia region between 2019 and 2020. Following the onset of the full-scale invasion, these facilities fell under temporary occupation, sustained damage, and were disconnected from Ukraine's United Energy System. Despite this, companies controlled by the suspects continued to declare electricity generation.
Based on this falsified data regarding electricity production, the state enterprise transferred funds at the premium "green tariff" rate. The proceeds were subsequently laundered through foreign entities. To gather evidence, detectives conducted searches in Germany and Austria.
"The total damages amount to 141.3 million hryvnias," NABU stated.
