On the east bank of the Danube sits a nine-acre compound surrounded by high-security fences, comprising residential buildings, a school for diplomats' children, and a six-storey octagonal building bristling with satellite dishes. Known informally as "Russencity," the facility has served Russia's intelligence apparatus continuously since the Cold War - and has recently taken on renewed strategic importance, the Financial Times has reported.
The compound broke ground in 1983, ordered by Yuri Andropov - the longtime head of the KGB who briefly led the Soviet Union, as "Hvylya" reports, citing the FT investigation. Thomas Riegler, an Austrian historian specializing in espionage, told the FT the compound was "most likely designed for signals intelligence work from the outset." The intention, Riegler said, "was probably built into it."
Designed by the city architect of Moscow, the facility was conceived as "a statement of the strategic importance of Vienna," Riegler said. That investment has paid off. Four decades later, western intelligence officials describe the rooftop of the compound's central building - housing the Russian mission to the UN - as the Kremlin's largest covert signals intelligence platform in the West.
But Russencity is not the only Russian property in Vienna engaged in intelligence collection. Similar satellite equipment has been detected on the Russian embassy behind the Orthodox cathedral, the cultural center on Brahmsplatz, and a former sanatorium on Sternwartestrasse - a property once used secretly by Stalin's NKVD bosses for recuperation, acquired by the Russians in 1953 and now fitted with at least four satellite dishes.
Another site near the Danube has shown signs of recent activation. A pair of apartment buildings belonging to the Russian state had lain dormant for years. Now there are security cameras, the entrance has been reinforced, a bus arrives daily, and satellite images show a small hut installed on the roof - a structure typically used to conceal sensitive intelligence equipment.
