In an interview with political analyst and Hvylya Editor-in-Chief Yuriy Romanenko, former Antonov leading designer Anatolii Vovnyanko sharply criticized personnel policies in Ukrainian state structures. He accused so-called "grant-eaters" of incompetence, embezzlement of budget funds, and the destruction of historical memory.

Vovnyanko stated that key state positions are held by people he refers to as "grant-eaters and Soros-affiliated figures," specifically mentioning Serhiy Leshchenko and Mustafa Nayyem. In his view, these officials lack the necessary skills to manage strategic industries.

"I believe that what they have done... that all these agents protected by their embassies, they have money from both sides... They don't know how to do anything," the expert emphasized.

He cited Serhiy Leshchenko's work on the supervisory board of Ukrzaliznytsia as an example: "What does he do? He licks... he licks."

Vovnyanko paid particular attention to the work of Aivaras Abromavičius and Mustafa Nayyem's team at Ukroboronprom. Citing data from Defense Express, he noted that while the management's salaries were high, the concern's profits fell precipitously.

"This team set salaries of 200,000-300,000 [hryvnias] for themselves, while Ukroboronprom's revenues decreased three to four times," the designer underscored.

Anatolii Vovnyanko made serious allegations regarding corruption at state-owned enterprises. According to him, "all state enterprises are being robbed, absolutely all of them." He described the interaction between inspection bodies and factory directors: "Well, when they started sharing, everything fell into place. That is why the fear evaporated."

Regarding Mustafa Nayyem, the speaker voiced a specific accusation, claiming his dismissal from Ukroboronprom was linked to soliciting a bribe:

"What was he caught on? He demanded $70,000 from the head of a state enterprise. Well, they cut him the h*ll out, cut that position, because he wasn't doing anything except, as I say, showing off his 32 teeth."

Vovnyanko also expressed outrage that such officials enjoy immunity from justice: "They cannot be taken to court for theft, nothing. They are completely covered."
