Ukraine has received information indicating the United States is ready to ratify security guarantees for Kyiv directly through Congress. These would be legally binding documents rather than declarative assurances.
As reported by "Hvylya", citing the Ministry of Foreign Affairs and Minister Andrii Sybiha, such a ratification would mark a first in the history of Ukrainian-American relations.
According to the Foreign Minister, the draft of the bilateral guarantees is currently in the final stages of preparation. Sybiha highlighted the importance of a US military presence acting as a "backstop" for European security.
"The second key element of the security architecture is a military presence with an American backstop. Without the US role, an effective security system in Europe is impossible," the minister emphasized.
Simultaneously, Washington has issued stern statements regarding the need to accelerate the negotiation process. US President Donald Trump stated that Moscow is ready for an agreement and Kyiv must not delay.
"Russia wants to make a deal, and Zelensky must act. Otherwise, he will lose a great opportunity — he needs to move forward," journalists quoted Trump as saying.
The situation is further complicated by signals suggesting a possible decrease in coordination between the US and its European allies. As reported by The Financial Times, Secretary of State Marco Rubio canceled a key meeting with European leaders at the Munich Security Conference at the last minute.
While a "scheduling conflict" was cited as the official reason, European diplomats interpreted the move as an alarming sign of Washington's waning interest in joint efforts. One EU official characterized the decision as "crazy," noting that without US participation, the meeting had lost its purpose.
